Good points!  I think an earlier version had the explanation but I cut it because I couldn't explain it clearly enough.  I'm going to have to revisit that.  Thank you so much!!!  I really appreciate the feedback!

Tiny correction:

Where you say: "When ... the referees call No Pack or Out of Play on hesitating blockers still behind the line, two short blasts...", you should probably add the ref comment "Pack is Front", and also "Pack is Here" coming from the *front* Inside Pack Ref. Any of those four calls should release the Jammers.

And maybe include a simple description of how to look for a Front Pack: If a 10-foot gap opens up across the Pivot Line, and the bigger group is the one that has passed the Line, then those hesitating skaters are out of the pack (but NOT yet "Out Of Play"), so the two blasts should happen. Optimally, at this point the refs would be saying "Pack is Front" or "Pack is Here" (in the front), but a capable Jam Timer can make this distinction him-/herself & release the Jammers closer to the exact right moment.
